Change FastTrackFinder options for fullScan

Zuchen Huang requested to merge hzuchen/athena:cL15_speedup_FTF into master

Change the minimum clusters, RoadWidth and switch off the PPS seed process for fullScan only, in order to veto low quality track and to speedup the fullscan tracking process.
