Fix for TCT test q223. Also updated input file to data18.

The TCT tests test_q223, test_q223_mp and test_q223_mt are failing. This MR fixes these tests as suggested here:

Besides this fix, there are several other updates:

  • changed the input file from data15 to data18
  • the conditionsTag and geometryVersion are updated
  • the number of events is increased from 25 to 100 for the Reco_tf
  • the number of events is increased from 10 to 20 for the diff step
