Ensure AttributeList is added to all Streams.

Peter Van Gemmeren requested to merge gemmeren/athena:AthenaIO_AttrListFix into master

Without this change multi-stream jobs write the AttributeList only to the first Stream, as for the latter Streams the tool already exists. The AttributeList is now added unconditionally. Some test references are updated.
