ATR-21347 - implemented larpebcalib, also ATR-21368 - implement jet triggers for LAr Cells stream

Adding LArPEBCalib, also adding jet triggers for LAr Cells stream. In addition as per discussion, defined two LArPEB, one running HLT, LArPEBHLT and one without it LArPEB, so photon LAr Cells stream chains changed as well.

For ATR-21368 this is ready to go, MR 40131 solves issues with ordering.

For ATR-21347, PEB is set, the actual chains are also in.
