IPXD v7 categories update
This MR updates the IPXD track v7 categories to deal with the update in the L1 hit counting convention which has evolved since the 20.20 geotag, to also take into account L1 endcap hits. The previous v5 categorisation is still in use by default until a new large-stat 21.9 sample is available for training.
