use more robust MCTC::isPrompt method

PMG have recommended a new classification for truth particles, in particular focussing on a generator-independent implementation of promptness. This removes the old "MCTC orgin"-based definition of promptness in favour of the more robust isPrompt method defined in the MCTC directly.
