MuonLayerHoughTool fix segmentation
Hi,
in the NSW run 3 setup, the MuonLayerHoughTool can crash in case of hits being accumulated from TGCs. This issue has been raised in ATLASRECTS-5987.
This MR is
- a sweep of the fix from 21.3 from !40325 (merged)
- reindentation of particular methods
