Move LArClusterCollisioTimeAlg config to DQ

Walter Lampl requested to merge wlampl/athena:moveLArClusterTimingAlgCfg into master

Since the LArClusterCollisionTimeAlg was moved to egammaClusters (!40034 (merged)), this algo is to early in the topSequence (not an issue for MT but for sequential running). Solving this problem by moving the configuration to the DQ-realm.
