Migrate JEM and CPM Tools and Algs to new L1 menu

This migrates two legacy L1Calo algorithms to the new L1Menu, JEMJet and CPCMX.

They had been overlooked in the previous migrations MR !39609 (merged), as they are called during T0 monitoring (test_trigP1_v1PhysP1_T0Mon_grid).

There are still a number of algorithms in TrigT1L1CaloTools/Utils that are not migrated, however, I am not certain if they are still being used. So I've left them for now.
