Add iterative LArRawChannels building

Pavol Strizenec requested to merge pavol/athena:add_RawChannelIter into master

This adds new LArRawChannels building algo, which should be used to reconstruct splash events, or any runs with LAr in raw data mode and shifted timing. Will be also used for timing checks in LArCafJobs.
