DigiTruth r22 fixes
This MR makes a number of changes to ensure consistency between DigiTruth information and standard reconstruction. The results have been tested in zero pileup conditions to make sure that it produces the same results as standard reconstruction, and the results look reasonable under higher pileup condition as well.
