Remove Run-2 jO and adapt clients

Remove BStoESD_Tier0_HLTConfig_jobOptions.py, used in a few Run 2 workflows and not picked up by previous rounds of Run 2 removal. Note that this also removes another option for running BStoESD etc in RecExCommon, something we don't plan to support.

Also remove Trigger_topOptions_standalone.py, which is another Run 2 jO.
