Port package readme from 21.2 to master

Nils Gillwald requested to merge nigillwa/athena:eyVarCorr_port_readme into master

In !38930 (merged), we ported the new ElectronPhotonVariableCorrectionTool from 21.2 to master. I now realized that we did not include the readme in this MR. This MR adds the readme to the tool again, updating all the reference paths described in it accordingly.
