Fix of the lagre CPU-time consumption of the TRTMonitoringRun3

This is the solution for the JIRA ticket ATLASRECTS-6025 The expert histograms flag in the previous MR wasn't turned off by default, which causes a lot of additional CPU-time to be consumed.
