Fixes for BLS trigger monitoring as outlined in ATR-22816

Semen Turchikhin requested to merge tursom/athena:master_TrigBphysMonitoring_Run2_OnlyPassedChains into master
  1. Use different default monitoring chains for 2015-16 (nominal ones, mu11_mu6 were not present then).
  2. Remove *_L1 suffixes if run on data (but keep for MC).
  3. Use only the combinations firing the trigger rather than all built by Fex for each chain.

I tested it by running TrigHLTMon_tf on data15/data17 and producing NTUP_PHYSVAL from MC with legacy and Run-3 trigger.
