Make loading of bytestream errors conditional on input being bytestream

Part of !40082 (closed) broken off to make more manageable

The Pixel and SCT bytestream errors containers don't exist if the input is not bytestream. Nonetheless, the ID tracking claims to need them anyway, and then presumably fails silently when they do not exist.

Attempted to fix the tracking config to make this dependency only exist when relevant.
