Enable per step decision prinouts only when Trigger.doRuntimeNaviVal is enabled

As discovered during the hackathon summary session we have enabled "decision" printing algorithms by default whereas they serve only for debugging. This MR makes enabling of such algs in newJO test. By default, it is enabled because this test is not yet at that level of maturity. The same can be done in the mainline menu. cc @fpastore @hrussel - let me know if you want me to fix it in this MR already.
