AFT-539: Remove hbb tagger

Dan Guest requested to merge dguest-21.2-patch-51184 into 21.2

We don't recommend using addHbbTagger any more. Our new recommendation is to use a tool that runs on the VR track jets. This is continuing work started by @jgonski.
