TCT: Doing the diff comparison only when the Reco_tf step is successful for q431 and expressstream tests

This MR ensures that the diff comparison is done only when the Reco_tf step is successful for TCT tests q431 and expressstream. This avoids too large output log files recently observed for the grid jobs. Thank you, @tcuhadar, for this suggestion! Additionally the overall running of these tests should be faster (when they fail). Additionally the conditionsTag is updated to CONDBR2-BLKPA-RUN2-03 for the expressstream tests.
