Correctly count the number of truth particles contributing to a cluster

Add the ability to require a minimum charge contribution to a cluster before associating a truth particle to a Si RDO. By default this option is set to ~1/10th of the threshold of pixels and sct strips. This will change the number of truth particles associated to a pixel and sct cluster.
