Restore ERROR severity when VDV fails to find data - v3

Having broken off various parts from !40082 (closed) into separate MRs, the original motivation (making an ERROR when VDVs don't find needed data) may be achievable.

Relies on !40875 (merged), which is the last remaining missing bit.
