Remove direct cURL dependency in IOVDbSvc and use the new CrestApi instead. Minor cleanup in the CrestApi file to omit/correct some includes. Note that the Crest functionality is not used anywhere yet by default, this remains and option for testing the new Crest database as a conditions source.
