SCT monitoring: added configuration files for the new-style postprocessing

To update the SCT monitoring to the new-style postprocessing included in the standard workflow, I added the SCT specific YAML file in DataQuality/DataQualityUtils/data/postprocessing and the Python configuration file in SCT Monitoring package. @eschopf
