Include chains in the HLT/Egamma Run2 HanConfig

This MR includes the chains HLT_e24_lhtight_nod0_ivarloose and HLT_e24_lhmedium_L1EM20VH in HLT / Egamma HanConfig to show them on Run2 Webdisplays. This implementation has been discussed in the ticket: ATR-22486 .
