Seedmaker ITKNew fix

Thomas Strebler requested to merge tstreble/athena:SeedMaker_ITKNew_fix into 21.9

This MR fixes some bugs observed in the original implementation of SiSpacePointsSeedMaker_ITKNew spotted after larger stat validation.

For people interested to test it in private jobs, it's enough too change InDet__SiSpacePointsSeedMaker_ITK into InDet__SiSpacePointsSeedMaker_ITKNew here
