Update HeavyIon PFO cluster links

Mark Hodgkinson requested to merge atlas-particleflow-software/athena:mhodgkin_HIPFlowJetClusters into 21.0

This MR switches the ElementLink to CaloCluster from PFO to valid links when running in HeavyIon mode.
