update .dtd for GeoModelXml to include splitLevel
A new (optional) parameter has been added to GeoModelXml to allow splitting of simulated sensors into multiple DetectorElements for digitization and reconstruction. This MR updates the .dtd file to allow this parameter to be used in Xml files such as those in the recently made ATLAS-P2-ITK-23-00-99, which tests this splitting mechanism.
