update tests to new geometry versions

  • Updating the standard tests to use the new geo tag ATLAS-P2-ITK-23-00-03
  • Move previous default configuration into "old" configuration accessed with -o option.
  • Updating the test for local geometry Xml files with -u option (for future tags) to use ATLAS-P2-ITK-23-01-00 as their base tag, in order to fix a small issue with the outer radius which conflicts with the latest moderator designs.

On the last point, for running a full chain in -u mode (which is not done in any of the tests run in any CI pipeline) we would also need the material maps and cluster constants to be put in place also for ATLAS-P2-ITK-23-01-00. These may eventually change, but for the moment can be the same as for ATLAS-P2-ITK-23-00-03. (Maybe a similar update could also be done at the same time for ATLAS-P2-ITK-23-00-99 for testing the split strip sensor scheme?)
