Add flag to allow use of new Strip Digi

Nicholas Styles requested to merge nstyles/athena:21.9-stripDigiFlag into 21.9

Add flag (True by default, since the idea is to test the effect of this in e.g. SPOT etc) which switches to use the new ITk-specific StripDigitization instead of SCT_Digitization.
