Add JetUsedInFitTrackDecoratorTool to StandardJetConstits
Resolves ATLASRECTS-5884, but there's still the question of whether JetUsedInFitTrackDecoratorTool and InDetUsedInFitTrackDecoratorTool will exist in the same workflows with this fix (and thus cause problems with attempting to modify locked stores).
