Fix the switch of Tile-Muon coincidence with DB contents for MC16e (ATR-22584)

This MR fixes the switch of Tile-Muon coincidence to keep consistency with DB contents for L1TGC simulation. It is needed for Run-2 MC16e reprocessing and the local test using single muon was running properly.
