Updates for LArTimeVetoAlg

Walter Lampl requested to merge wlampl/athena:TimeVetoNewCfg into master
  • Re-add statistics counters (as atomics)
  • Some cosmetics (elminate constructor ... )
  • Add new-style config
  • Add to LArTimeVetoAlg to CaloRecoConfig.py

(adds one INFO line at finalize, I hope that doesn't kill log-diffing unit-tests)
