Update DerivationHiggs so that HIGG1D1 ~the same as 21.2

Update DerivationHiggs so that HIGG1D1 is ~the same as 21.2 compiles in master. The required tools have been update and changes to flavour tagging and jet reco needed to use the correct primary vertex have been updated. The contents of HIGG1D1 will need to be cleaned up a bit in the future but this is a starting point
