removing tmdb simulation from RDOtoRDOTrig step

Masato Aoki requested to merge masato/athena:21.0-TMDBsim_masato into 21.0

as discussed in ATR-19346, the tmdb simulation is not necessary to be run in RDOtoRDOTrig step for the Run 2 reprocessing, so removing it from there. this should be done to MC16a and MC16d branches as well. (for the info, the previous MR was !39661 (merged))
