Move G4particle_whitelist.txt to TruthUtils so that it is available in AthSimulation

For the Run-2 reprocessing onwards running simulation with quasi-stable particle simulation will be the new default. In order to support this configuration in the AthSimulation project we need the G4particle_whitelist.txt file. Currently this is part of the Generators/EvgenProdTools package which is not part of the AthSimulation project. Rather than add this (and all of the packages it requires) to AthSimulation, this MR proposes instead to move the G4particle_whitelist.txt file to the Generators/TruthUtils package, which is already part of the AthSimulation project. It should be transparent at runtime as the file is always accessed via the PathResolver.
