Added tiebreak in TJVA, updated track-to-vertex-tool working point for taus

This merge implements the new tau vertex finding. The working point used in the track to vertex association tool has been updated (non-prompt hard max weight) and there is now a tiebreak criteria in tau vertex finder to choose a vertex in the case that multiple have the same score. The tiebreak is on by default but does have a flag. This is needed for the 2nd round of r22 next r22 pre-prod MC.
