ITkTest detector flags improvements

This MR replaces !41592 (closed). It

  • updates the geometry tag for Phase-II upgrades to be used in master and adds a few additional detector flag tests
  • improves handling of detector flags in the ITk test:
    • detector flags should be set after geometry tag is set
    • use beam pipe by default to help with the speed a bit
