Update particle flow in HeavyIon running

Mark Hodgkinson requested to merge atlas-particleflow-software/athena:mhodgkin_HIRound2 into 21.0

Adds cluster links to charged particle flow objects when in HeavyIon mode. Verified that RunTier0Tests.py says all tests passed with latest 21.0 nightly. Also verified charged PFO container size did not change between AOD from q221 clean and q221 modified. Verified that standard HI setup runs without crashing.
