there are several CI failures now due to

    return CFNaming.simplifyOutName("HLTNav_" + filter_name + "__" + filterIn)

TypeError: can only concatenate str (not "NoneType") to str

resolved all threads

@hrussell @khoo & @fpastore The emulation of the chain changing the multiplicity was added. All seems to be ok in tests. However, it needs a critical look because it touches CF building.
