Fast LRT track finder fix

Thomas Strebler requested to merge Fast_LRT_TrackFinder_fix into 21.9

A hidden pixel hit cut was found in the track finder method used for fast tracking, limiting drastically the efficiency of fast LRT. This MR makes this cut configurable from the ConfiguredNewTrackingCuts.
