Make MBTS configurable in CA-based configuration
Make MBTS configurable in CA-based configuration to allow easier testing with Phase-II geometries. This also makes Run 4 simulation run successfully as sensitive detectors can be properly defined (tagging @nstyles and @jchapman). The flags will also be used downstream in digi once we advance with Phase-II work.
