Various fixes in L1Muon -> CTP chain

Several fixes related to the L1Muon -> CTP chain:

  • Add phase1 muctpi config in L1Topo
  • Fix bug in muon bitwise conversion in CTP
  • Fix L1Topo pt encoding in MUCTPI
  • Fix MuonRecRoi and TrigThresholdDecisionTool configuration across L1Muon chain to use Run 3 format
  • Fix file names used for L1Topo eta/phi encoding in MUCTPI and operator issue leading to empty L1Topo inputs
  • Fix pt threshold decision and TGC flag decision logic in MUCTPI
