TriggerD3PDMaker: remove WriteTriggerD3PD and MuCTPI filler tool

Trigger D3PDs are no longer produced/needed. Delete the WriteTriggerD3PD flag and associated production job options. Note that trigger D3PD information may still be used in other DPDs (although we don't plan to maintain this code actively, if something breaks it will be deleted).

Delete the unused MuCTPI_RDOFillerTool to avoid having to migrate it to the new muon RecRoiTools.
