Remove FPEs raised from bad muon extensions

Hi @elmsheus, @christos,

from our discussion on ATLASRECTS-6095, I added a general method to the EventPrimitives checking whether the covariance elements are all positive. Using this I can remove the FPE reported on the ticket.
