Clean-up and Improvements of TrigT1TGC codes (ATR-21107)

TrigT1TGC still had many cross-includes and const global variables. There are also local variables as same name (also header is included). The result will not be changed.

test_trig_mc_v1Dev(_phase1)_build.py has been passed.
