Update CP Algorithm OR sequence to reflect some SUSYTools defaults

In a comparison between the CP algorithm default sequences and a reference analysis I found some differences in the overlap removal configuration. Setting the b-jet label in the MuPFJetORT is important to achieve the same OR selections in both setups.

Additionally, I thought it would be useful to expose some options to the user (e.g. EnableUserPriority). Maybe @tadej, @krumnack or @jburr have an opinion if they should go into the makeSequence() parameter list or not.

Also targeting master to keep both configurations in sync.
