TrigCost: reduce EDM size and fix container retrieval

  • save only filters, summary and l1 navigation items to the cost stream ATR-23115
  • get filter name from the sequencer list (in order to read navigation container)
  • and format it like MenuComponentsNaming.py
  • skip PassFilters navigation containers - will never have associated chains
