Include MBTS monitoring in the main DQ setup

Tomasz Bold requested to merge tbold/athena:integrate-mbts-dq-with-whole-dq into master

This is a small reorganization of MBTS monitoring. Now the main script includes MBTS and SPTRK. Small (automatic) refactors were also done to the later. Tagging @kburka
