Implement latest muon thresholds
This implements the L1Muon thresholds as presented by Junpei at the TDAQ week and mentioned in ATR-22591. slide 5 in https://indico.cern.ch/event/1011425/
It will be a bit tricky to use the same menu for old and new MUCTPI simulation as the meaning of the new pT-thresholds is different (see presentation).
If the experts Junpei, Masato and Aaron could take a look at the threshold definition that would be nice.
