add all trigger matchable chains for Run3 in DAOD_PHYS (ATR-23142)

this to add electron, muon and tau chains for trigger matching decoration in DAOD_PHYS only when the run3 HLT is used. This is temporary for the small production of validation samples for the run3 trigger menu preparation. This will removed in the Run3 MC bulk production.

For the moment the LRT chains are vetoed because they introduce errors to be understood
